On Wednesday, the New York City Council passed the City of Yes for Carbon Neutrality (COYCN) zoning text amendment, a wonky name for a mighty important change to the city’s zoning laws. The change will remove hurdles so the city can more easily make green investments for and changes to its infrastructure that will reduce or eliminate greenhouse gas (GHG) emissions from buildings and the transportation sector, the state’s two leading sources.

The governor signed legislation to reduce barriers for developing geothermal energy and announced a quadrupling of heat pump installations by 2030, for EmPower+, and the Clean Heat for All Challenge to develop a new green electrification system for NYCHA buildings.

“The climate crisis is a fossil fuel crisis,” Gov. Gavin Newsom told the U.N. “It’s the burning of oil, burning of gas, the burning of coal,” he said, adding that “for decades, the oil industry has been playing each and everyone in this room for fools. Their deceit and denial going back decades has created the condition that persists here today.”
