Elsie Encarnacion

Elsie Encarnacion is running for NYC Council District 8. A lifelong resident of the district, Elsie has experienced the consequences of environmental neglect—crumbling public housing, polluted air, and life-threatening heat that endanger her neighbors and all New Yorkers. These lived experiences have shaped her deep commitment to environmental justice and public service. Elsie served as a member of Community Board 11’s Environment, Open Space, and Parks Committee, and worked alongside Deputy Speaker Diana Ayala as her legislative representative, advocating for key legislation.
