Jack is Co-Leader of the Real Estate Developers Industry Team at Harris Beach, PLLC. He primarily handles construction and real estate matters, helping clients to bring their projects from the initial planning stages through completion.
Jack served as an elected representative for more than a decade, in both local and state government. As Mayor of the Village of Mineola, he was instrumental in laying the foundation for development of Mineola’s downtown as a model transit-oriented development center. He oversaw development of the Village’s Master Plan, directed the re-assessment of the Village tax base, and initiated the Village’s Debt Management Plan. While serving as a State Senator, Jack chaired the Senate’s committees on Local Government and Labor and co-chaired the Workforce Development Task Force.
While in the Senate, Jack served on the Senate Finance Committee, Energy Committee, Transportation Committee, Health Committee, and Banks Committee. He also served as a member of the Long Island Regional Economic Development Council, the New York State Financial Restructuring Board, and the New York State Mandate Relief Council.
Prior to his elective service, Jack co-founded the law firm of Martins & Silva. His practice focused on construction, land use and zoning, and commercial real estate transactions and development
