NYLCV REACTS TO GOVERNOR HOCHUL’S FY26 EXECUTIVE BUDGET

Gov. Hochul’s FY26 Executive Budget falls short on climate progress,” said NYLCV Policy Director Pat McClellan. “She missed the chance to advance a strong Cap-and-Invest program and omitted key measures like NY HEAT, a Clean Fuel Standard, and full MTA Capital Plan funding. With federal climate leadership faltering, New York must lead with bold, decisive action.

The League supports the following items that were included in the governor’s FY26 Executive Budget:

  • Extension of tax credits for alternative fuel and electric vehicle recharging property
  • $1B in one-off funding for climate mitigation and adaptation including building decarbonization 
  • One-off funding for coastal resilience and flooding protections
  • Reauthorization of the State Superfund program
  • Banning PFAS in firefighting equipment
  • Enhancement of farmland preservation programs

As budget negotiations begin in earnest, in addition to strong Cap-and-Invest regulations, NYLCV will advocate for NY HEAT, a fully funded MTA Capital Plan, a Clean Fuel Standard for transportation, tax credits for utility-scale Battery Energy Storage Systems and enhanced tax credits for rooftop solar systems, increasing offshore wind energy targets, the Packaging Reduction Recycling Infrastructure Act, $600 million for the Clean Water Infrastructure Act and $500 million for the Environmental Protection Fund, among other funding priorities outlined in our 2025 State Agenda
