Concerned about the health of New Yorkers, he cosponsored the FRAC Act to require gas companies to disclose the chemicals used in hydraulic fracturing activities. Higgins has also cosponsored legislation to create and protect roadless areas, advocated for increased funding for mass transit, and prioritized Great Lakes restoration. Representative Brian Higgins is running for reelection to represent Western New York for a fifth term. He knows that Western New York stands to gain extraordinary benefits from the growth of the clean energy economy, which means revitalizing the manufacturing industry, creating jobs and, and fighting climate change. For these reasons, Higgins voted in favor of a clean energy economy with his vote in 2009 for H.R. 2454, the American Clean Energy and Security Act (ACES). He also voted repeatedly to cut taxpayer-funded subsidies for Big Oil.
