Although it spans thousands of pages, the environmental impact statement for a massive redevelopment project in Yonkers still doesn't answer key questions, according to the Westchester Planning Board. And because the project would impact the county''s finances, the project must also be approved by county legislators -- a hurdle heretofore not widely recognized, according to the Journal News.

The proposed River Center Park project includes a ballfield.Westchester planners say the diagrams in the EIS are difficult to read and that many elements are omitted. They would like more information about flood control and a 14-story office building that would be part of the River Center Park project.

Deputy County Executive Larry Schwartz insisted that "no one is against the project or against seeing downtown Yonkers redevelopment," but that the particular financing proposed for the project also relies on support from the county, so the city will need the green light from the Westchester County Legislature.

Developer Struever Fidelco Cappelli is proposing the redevelopment of several parcels in and around downtown Yonkers and the Hudson waterfront. River Center Park is among them, and would create new residential, retail office and recreational space.
