Today is the big day in Albany - the end of the regular session. Legislators are bracing for a slew of last-minute proposals on several key environmental items. The Times reports that Sen. John Flanagan and Assemblyman Adam Bradley have introduced a bill that would exempt new property owners from new zoning restrictions and municipal ordinances for six years. The bill has raised the ire of several green groups. The Associated Press, meanwhile, reports that a breakthrough may occur today on congestion pricing, following a closed door meeting between legislative leaders, and representatives of Gov. Eliot Spitzer and Mayor Michael Bloomberg. The tactic? Linking campaign finance reform, congestion pricing and legislatives into one deal. |
