New York City is giving recycling another go ahead: For the first time it will install outdoor recycling bins. It's an upshot of the recently passed Solid Waste Management Plan. The amount of residential waste the city recycles hit a big low in 2003 at just 12 percent, after the program was suspended by the city in 2002 because of fiscal issues. Now it's around 16 percent. The new goal is 25 percent. To boost rates, the city is doing a three-month experiment by putting recycling bins in public places. So take heed: Green for paper and blue for bottles and cans. Welcome to the 21st century New Yorkers.
