New York faces a shortfall of up to $89 billion in funding for water, sewer and transportation infrastructure over the next two decades, according to a new report issued by State Comptroller Tom DiNapoli.

Gov. Andrew Cuomo on Monday vetoed the Environmental Protection Fund Enhancement Act, which would have phased-in new revenues into this important source of conservation funding.
